About the role
Reporting to the Director Legal Practice: Law Reform, Policy and Litigation, and working alongside the In-house Legal Service team of lawyers, the Executive Legal Advisor: Law Reform Projects will be responsible for managing and leading law reform projects at VACCA including the implementation planning phase for the establishment of new information sharing arrangements under the Youth Justice Act 2024 in respect of children involved in proceedings in the Criminal Division of the Children’s Court of Victoria.
The Executive Legal Adviser will:
- Play a key role in embedding the Youth Justice reforms by leading the planning for the new information sharing arrangements including developing guidance and resources to operationalise the information sharing function.
- Following this planning phase, the Executive Legal Advisor will lead the operations of the new function including overseeing the use of developed frameworks, assessing and providing advice on requests for information received and on matters concerning the FVISS and CISS schemes and VACCA’s broader information sharing responsibilities and attending Criminal Division proceedings as required.
- Build knowledge and capacity within the workforces including developing appropriate stakeholder relationships with Youth Justice.
The Executive Legal Advisor: Law Reform Projects will bring to the role significant experience in Children’s law and the practical application of relevant legislation t.
About You
- Comprehensive knowledge and demonstrated experience in legislative frameworks relevant to children and young people, for example the Youth Justice Act 2024, the Children Youth and Families Act 2025, Child Wellbeing and Safety Act 2005 and the Family Violence Protection Act 2008
- Demonstrated skill in people and/or project management including ability to lead, inspire and supervise project officer/s and have oversight of project plans and key deliverables including monitoring performance against objectives and managing project risks and progress.
- Experience in Child Protection, Youth Justice or Information Sharing work in Victoria, highly desirable
- Experience or knowledge of relevant inquiries, case law or law reform in relation to issues impacting Aboriginal people in Australia and/or Victoria, highly desirable
- Demonstrated ability to research, analyse and apply different areas of law as required.
- Sound interpersonal and communication skills and demonstrated ability to liaise and communicate effectively with key stakeholders.
Requirements:
- Admitted as an Australian Lawyer in Victoria and holder of an unrestricted practicing certificate, with at least 5 years post-admission experience, including at least 1 year of relevant experience of the Victorian Child Protection system
- Bachelor of Laws/Juris Doctor
- Valid Police Check, a Working with Children’s Check for a paid employee (or willingness to obtain) and a Victorian Driver Licence. Current COVID-19 vaccination (Strongly Recommended)
